The certification a cloud service must hold before a Texas state agency may contract for it, modelled on FedRAMP: Level 2 for services handling confidential state data, Level 1 for the rest, with provisional status available to vendors already carrying a StateRAMP or FedRAMP authorisation. The two levels are baselines of one programme, not separate schemes.
