The first cybersecurity rule the Coast Guard wrote for the Maritime Transportation Security Act estate: US-flagged vessels, waterfront facilities and outer continental shelf facilities must name a Cybersecurity Officer, keep a Cybersecurity Plan, drill against it, report incidents to the National Response Center, and meet a set of account, device, data and network measures. It sits beside the physical security plans the same operators already file, and is enforced through the same inspections.
