US federal law over student education records: who may see them, when consent is required, and what a school must do when it discloses them to a third party. For a vendor it is a contractual obligation rather than a security standard — the "school official" exception is what most edtech contracts are built on — and its operating detail lives in the Department of Education regulations at 34 CFR 99.
