The FTC rule that puts the Children's Online Privacy Protection Act into practice: verifiable parental consent before collecting data from a child under 13, a written security programme for that data, retention limits, and an approved safe-harbour route for industry programmes. It binds any operator whose service is directed to children, wherever it is based, and the amendments published in April 2025 (2025-05904) tightened consent and retention.
