Law No. 1591-IX of 30 June 2021 governs the Ukrainian payment market, and it reaches well past banks: non-bank payment service providers, payment system operators and technological operators all fall under it. Its security obligations are given effect by regulations of the National Bank. Two of those were read from their own pages on 24 September 2026: Regulation No. 43 of 19 May 2021, "On information protection and cyber protection by payment market participants", whose card records amendments in 2022 and on 12 June 2026, and the Regulation on authentication and strong authentication on the payment market, approved by Resolution No. 58 of 3 May 2023, whose amending act of 7 May 2026 cites Article 68 of this law as its authority.
